What I Learned from a 1:1 with GSA OSDBU About Government Contracting

Getting face time with GSA
GSA's Office of Small and Disadvantaged Business Utilization exists to help small businesses access federal contracts. Getting a 1:1 conversation with their team gave us direct insight into what small businesses struggle with when entering the government contracting market.
The conversation was candid. The barriers are not what most people think. It is not about finding opportunities (SAM.gov has thousands). It is about responding with quality proposals that meet compliance requirements while competing against incumbents who have done this hundreds of times.
The compliance gap
The biggest takeaway: small businesses lose because their proposals let them down, not their capabilities. They miss requirements. They misformat deliverables. They fail to address evaluation criteria explicitly. Large primes have dedicated proposal teams and decades of institutional knowledge. Small businesses have a founder working at 2 AM.
This is a solvable problem. If the barrier to winning is proposal quality and compliance, and if AI can reliably improve both, then AI-driven proposal tools can level the playing field.
